RABAT: Morocco plans to allow the farming, export and domestic sale of cannabis for medical and industrial use, the government said on Thursday (Feb 25), a move it hopes will help impoverished farmers in the Rif mountains amid a growing legal global market for the drug. Past attempts to legalise cannabis farming in Morocco have failed, but the co-ruling PJD party, the largest in parliament, dropped its opposition after the UN drug agency removed the plant from its list of most tightly controlled narcotic drugs. The bill, which the cabinet is expected to approve next week, aims to improve farmers' incomes, protect them from drug traffickers who now control the trade in cannabis and gain access to the booming legal international market for the drug. Cannabis is mostly grown in the northern Rif mountains, which in recent years have seen protests over economic inequality. Morocco factory flood death toll rises to 28
RABAT: Morocco's premier has promised "sanctions" after 28 people died when heavy rain flooded an illegal textiles workshop in a basement, reviving a debate on work conditions in the North African country. Authorities in Tangiers told AFP that 28 bodies, mostly of women, had been pulled out of the factory in a residential area of the northern port city. "The victims were trapped with no way to get out" and drowned, said senior fire and rescue service official Abderrahim Kabajj on Morocco's 2M television station. The channel reported that 28 people had died. The Northern Observatory for Human Rights and the Moroccan Association for Human Rights also confirmed the toll. An inquiry has been launched into the accident. "Responsibilities will be determined and necessary sanctions will be taken ... this cannot pass without consequences," Prime Minister Saad-Eddine El Othmani said in a message of condolences on Facebook. Morocco starts COVID-19 vaccination campaign
RABAT: Morocco started a national coronavirus vaccination campaign on Thursday (Jan 28) after receiving vaccine shipments from AstraZeneca and Sinopharm, state media said. Inaugurating the campaign, King Mohammed was given the vaccine at his palace in Fez, the state news agency MAP said. Morocco has received 2 million doses of AstraZeneca’s vaccine, manufactured by the Serum Institute of India, and 500,000 doses of a vaccine made by China’s Sinopharm. It began distributing them to centres around the country this week. The palace said vaccinations would be available to all Moroccans over the age of 17. Health, security and teaching staff will receive the first shots. Both are conventional vaccines that need only ordinary storage requirements as already used in Morocco, rather than the ultra-cold facilities needed for some other shots. Morocco mulling legalising medicinal cannabis

The government has “begun to study a legislative bill relating to the legal use of cannabis,” it said in a statement. The draft text, seen by AFP, envisages the creation of a “national agency to regulate activities linked to cannabis”. The agency will be mandated to develop an agricultural and industrial framework in regions that will be authorised to produce the crop, the bill states. The growing, sale and consumption of cannabis are currently strictly forbidden. But usage is largely tolerated in the north, where the livelihoods of between 90,000 and 140,000 people is estimated to depend on illicit production. "The establishment of a new government will clarify the vision on the Libyan political path," Moroccan Minister of Foreign Affairs Nasser Bourita told the press after his meeting in capital Rabat with visiting Speaker of the Libyan eastern-based House of Representatives Aguila Saleh. "Libyans need a government in which all regions and political orientations are represented so as to manage this transition phase," he said.
