High Court dismisses AG’s appeal in Hougang by-election case

SINGAPORE: The High Court has dismissed the Attorney-General's application to appeal in the Court of Appeal against a judge's decision to exempt an Hougang resident from paying legal costs. Both parties met in a closed-door hearing on Wednesday. The Attorney-General said in a statement last week that the objective in making the application was to give the Supreme Court the opportunity to consider and clarify this issue of public importance. Justice Philip Pillai had ruled earlier this month that Madam Vellama Marie Muthu will not have to pay costs even though she lost her bid to get the court to declare that the prime minister does not have "unfettered discretion" in deciding on whether and when to call by-elections. The Attorney-General had sought S$10,000 in costs from Madam Vellama Marie Muthu, who had initiated the case in March this year after former Hougang Member of Parliament Yaw Shin Leong vacated his post. SC says new rules to regulate OTT platforms lack teeth

The Supreme Court on Friday said the government’s new rules to regulate OTT (over-the-top) platforms lacked teeth to punish violators or to screen offensive content even as it protected Amazon Prime Video India Commercial head Aparna Purohit from arrest in the ‘Tandav’ web series row. “We went through your Information Technology (Guidelines for Intermediaries and Digital Media Ethics Code) Rules of 2021... these are merely guidelines. There is no provision for punishment or fine... What is the mechanism to control it [content]” Justice Ashok Bhushan, heading a Bench, asked Solicitor General Tushar Mehta. Ready to submit new draft: SG Mr. Mehta agreed to consider drafting new regulations or even legislation to address the concern raised by the court about OTT platforms. “We can come out with it... MinLaw to develop IP Hub Masterplan

SINGAPORE: With the growing emphasis on intellectual property (IP), the Law Ministry has announced plans to develop Singapore into Asia's IP Hub and a committee will be tasked to look into this. Speaking in Parliament during the Committee of Supply Debate, Law Minister K Shanmugam explained that IP has become an important part of the global economy. This, as the value of intangible assets for S&P 500 companies, of which IP is a major component, is about 80 per cent. 30 years ago, it was just 17 per cent. Mr Shanmugam added that over the last decade, patent and trademark filings have increased by over 40 per cent worldwide. This meant that worldwide royalty and licensing revenue has more than doubled to over US$200 billion. With well-developed legal and financial systems and a workforce comfortable with science and technology, Singapore is poised to ride on this trend. ECP’s decision to have by-polls again in Sialkot’s NA-75 challenged by PTI

ISLAMABAD: The Election Commission of Pakistan's decision to hold by-elections in NA-75 Daska again has been challenged by the PTI in the Supreme Court. PTI's Ali Asjad submitted the petition challenging ECP's decision in court Friday. The petition said ECP did not properly review the available records. Asjad argued there was no justification for ECP's decision to hold re-polls in the constituency. "Re-election meant that the people of the constituency will face a law and order situation again," Asjad said. He sought an annulment of the ECP decision to declare the by-election null and void and asked that the election results of NA-75 Daska on February 19 be released. The by-election in NA-75 Daska was marred by chaos. Two people were killed during a violent clash between PTI and PML-N workers, while the ECP had taken notice of the disappearance of 20 presiding officers of the constituency.
